Also at that age and that bum high she is probably very unbalanced.
I would not go to a stronger bit
Keep working her at the trot, asking her to use her back end, lots of half halts and walk, trot walk transitions.
She may just not be balanced and muscled enough to work the canter yet and is getting off balance, if they get heavy on the forehand it can feel like running away, or as she is trying to find her balance she is getting excited and pushing forward.
When you do work the canter, keep the sessions short, make sure that you sit deep (think of riding her up a hill), if you tip forward you'll make her balance even worse. Push her forward with your seat and give and take with your hands, a steady pull will teach her just to lean and balance off your hands. This will take a while, so don't get too frustrated!
