Usually it means he was entered inutero for the breeders sweepstakes program. That means if he goes to a show, usually Regional level show there is money paid out if you place in the class. I'm not sure if it's top three placements or more. At nationals several years ago the top ten in halter got $1500 if they were breeders sweeps. I think recently they may have added some payback to local A shows but I am not sure. The fact that he is breeders sweepstakes does NOT make him eligible for monied futurity classes. Those futurities he must be entered into inutero as well.
Breeders designated classes denotes there will be monies paid out if you place and you''re entered in the program. If he qualifies for a class he can enter as many as he wants.

Also if he should win his sire earns money as well.
