You did not state how old this little horse is.
I would suggest you need to take one step at a time. touch, lead, rub, rub rub, use water from a sponge or rag. slow water trickel from hose,
Work in a small area so there is no chance of escape.
If he is older than two, I would start to lunge and teach going over pole and small crossrails. short sessions, to tire him out. and to build the bond than groom, and use water.
These little guys are smart but figure out it is better to give in .
Again I have had them fight because I proceeded to fast.

When I got my horse she came from the land of snow and ice. She was not used to bathing. She was not used to daily grooming either. Yes, she was already good about leading with float and respectfull of my space.

I took the advice of the first baths just holding the lead and spraying with the hose but letting her move a bit. That allowing some movement helped her get used to bathing really fast.

For getting her used to daily brushing, I used a gentle brush. A rubber curry to get shed off, a medium mud brush to brush off all that shed and a soft brush to get shine.

The first step of course is to have a horse that is used to a halter and lead-line.

But that advice about not tying a horse to get it used to bathing is good advice.

I was even told bathing with a spray hose is very much like 'sacking out'...it's very good for a horse that needs training in being touched.

Another tip is to use a blanket on a untrained horse...they will then get used to the buckles.blanket touching them..helps a lot.
