Ragwort HIGHLY poisonous
Update on link in OP: the UPenn link for poisonous plants is now:

It is highly poisonous to horses at ANY stage and kills hundreds of horses every year (Britain thinks the true number is closer to 6500). Although they tend not to eat it when it is green, when dried out, horses find it very palatable -- and when dried out, it has about twice the poison. Ragwort is common throughout much of the world. Once clinical symptoms appear, little can be done to save the animal. It is also poisonous to humans, so if you plan to go pull plants from your pasture, wear gloves! Nanking bush cherries or Hansen bush cherries are safe, and you can use the cherries for juice to make jellies and jams. I even made home made wine with them.
