Ewww. Big flakes, slightly yellowish colored. The hair isn't falling out, in fact the tail is lovely as ever, but his dock is very sensitive. I'm thinking it's not dandruff, but what could it be? Would a medicated shampoo help?

A medicated shampoo will definately help, and Listerine will get rid of the flakes, but make sure you condition really well afterwards-- Listerine will dry out the tail hairs.
Yikes doesn't listerine burn. I know that it feels super hot in my mouth when I use it so I can't say I'd ever put it on my horse, especially an area that is already irritated.

Been watching this board for a while and figured I'd go and put my 2 cents in. I have also used Listerine to clear up bacterial infections, which is what it is designed for (bacteria causes oder in your mouth hence the mouth wash) The skin inside your mouth is different from normal skin outside your body so it feels more intense. On normal skin it feels quite nice. My horses actually seem to enjoy the cool relief and numbing affect the Listerine provides... plus it's anseptic (sp)!
I had a little mare that was rubbing herself raw on her neck and had flakes like that too (on her neck and her butt). I found this stuff called M.T.G. at the feed mill and after one treatment, she stopped rubbing and the flakes weren't as bad. After 2 treatments she was looking much better. It's a moisturize/antiseptic. It worked wonders for my little mare, and it's not expensive at all. Hope you find something that will work! Poor horse.
I have that alot on the ponies and horses, I look after. Medicated shampoo helps, also anything with Tea Tree oil helps to condition the skin, also groom the dock area really thoroughly.

Ive always used a mixture of Iodine shampoo and mineral oil in a spray bottle. Rub it into the area, but DONT wash it out. Leave it on, do this everyday until it starts to clear up, then every other day. Then just wash it all out. It might look gross, but its always helped my horses.
