How old to go into heat?

If this is in the wrong place, please move it. I wasn't sure where to put it.

How old is a mare/filly when she first goes into heat? My filly has some opaque, gunky discharge, but is not sore or anything. She is only 13 months old, and I thought this was way too young to be going into heat. Is this normal, or do I need to get a vet out here?

She can go into heat before the age she is now, it varies horse to horse but they usually show signs like hanging all over a barn where a gelding or stallion is or acting out in front of mares. I do not know any thing about gunky discharge. Will have to get better advice than mine.

*Update*

Well, she didn't have any discharge tonight when I went out to feed. She doesn't seem to be sore at all. She was acting up a bit more with the other mare and was being a bit more hard-headed today, so maybe she is in heat. I had no clue they went into heat that early. I thought they started at like 2 1/2, 3 years old.

My filly at about 6 months old was acting in heat and showing--through a fence-- to our stallion
