Starving Georgia Horses - ARRESTED- WANTED IN TN!!!

Here's the latest article on the couple who had the 99 starving horses. Seems maybe some of the horses came from Tennessee!!!

By David A. Markiewicz
The Atlanta Journal-Constitution
Published on: 02/10/07
A Pike County couple was arrested and charged with cruelty to animals Friday —- a week after 99 horses and 29 dogs were removed from their 600-acre farm.

Roger Prater, 56, was in Pike County Jail Friday afternoon. His wife, Bobbie Allison, 70, was released on bond, their attorney Virgil Brown said.

Prater and Allison were each charged with 100 counts of cruelty to animals, and one count each of animal running at large and improper disposal of a livestock carcass.

Each charge carries a maximum penalty of 12 months in jail and a $1,000 fine.

In addition to the Pike County charges, there is an active felony warrant for Prater's arrest in Tennessee.

The warrant charges that Prater bought but did not pay for horses while at an auction in Tennessee. Authorities there are waiting to extradite him.

The animals on the Georgia farm have been the focus of much attention for about two weeks now, since the state first found starving horses, dogs, cows and goats on the farm in Concord, about 50 miles south of Atlanta.

On Feb. 1, Tommy Irvin, the state's agriculture commissioner, declared an emergency and ordered the animals seized. In all, the state removed 99 horses and 29 dogs.

Many of the horses, witnesses said, appeared thin and lethargic; some had an infectious respiratory disease and needed medical care as well as food and water.

The charges and arrests in Pike County took time because authorities' first concern was rescuing the animals, said Scott Ballard, district attorney for the Griffin Judicial Circuit.

"We had to find a place to put them," he said.

It also took time, he said, because, in making their case, officials had to provide specific physical descriptions of each animal seized.

Some of the horses will soon be well enough to go to new homes, so a hearing will be held with Prater and Allison to determine ownership, Irvin said.

But, he warned:

"In no way will we allow those animals to go back to [Prater]."

And no toilet.
And forced to stand in his own urine and feces, with no pedicure.

They are the worst kind-had the money and still didn't care for them.

You know, BECAUSE they had the money to take care of these animals and didn't, I think they should be forced to work for the rest of the lives and have most of their earnings go towards reputable rescues. Or to the state so they can afford to help other animals.

I'm all for physical torture, but I think, in this case, financial torture would speak much louder to these people.

Wildcat, both physical and financial are appropriate in this case - I like the thought of him working for their continued care and treated like he treated them when he has "down" time
