Oh you have got to be kidding me! Will these people sell them to you just so you can get them out of that situation? How can the people sleep at night when they know their horses look like that?

I hate to say it...but try again in about 2 months-by July there will be no "pasture" left and the horses will not be faring all that well in the heat and lack of good food. Watch for the condition of their feet, coats etc and docuent everything.
Being on spring grass the SPCA is likely thinking they will regain what they have lost.
It's amazing how they have been given more power and have actually retreated from doing more because of it.
You could try contacting rescues in your area (I know of a few) who may have more of a voice than you do.

I know it is distressing-but I think the mentality is well the grass is here now so they "should" be ok and put weight back on. Which is why I said by July they will be back down in weight again if the pasture is simply small enclosed areas.

The problem is there is not enough pasture for all now most of the padock is mud and small pactches of grass. Also the padock that they are in is only about 1/4a for 4 horses there is judt not enough. Also for water he only gives them a 10 gallon bucket a day for the 4 of them.

Please don't give up, I'm sure it's frustrating, this may be a thought...go to your local news. Tell them your story, it's not fair that you are trying so HARD and no one is willing to lend a hand!! But when it get broadcasted over the news or in the paper people all of a sudden feel a need to respond!
Give it a try!
