Even though she is young, I still would take her to the vet for a thorugh eval. If you've ever had a urinary tract infection yourself, you know how urgent going can get.
You might get by with just a physical exam and a urinalysis which shouldn't be too expensive. If the vet feels blood needs to be tested too, then that could get a littl emore expensive.
The other thing is that dogs can sometimes get attached to a particular texture for peeing. If she was trained on soft fluffy stuff (wee wee pads), then she may associate soft fluffy things as pee attractors. If that's the case, then you might need to experiment a little with different textured dog beds before you find the right texture for her not to soil it.
PS: I'm not knocking wee wee pads, they can be great training aids when used properly. The thing is that some people don't read directions and don' tuse them properly.
