There is still debate on the breed and breeding the hairless to the hairless...let me explain it as I understand it. I am NOT an expert, so am taking this info from trusted long time breeders....I have heard it both ways.
The breed has 3 variations - all are born this way.
HL = hairless (little to no hair) - many call them a "true hairless"
HHL = Hairy hairless (actually a hairless, but one that has more hair - often more hair appears as they grow too) - this is actually thought by some to be not as "pure" but the show dogs need the boots on the feet (like a Clydesdale) and hair on the head and hair on the tail and many "true" hairless do not have this much hair. The hairy hairless is clipped to look like the "show dog" that we see in the ring. Amount of hair on any dog varies. While these are hairless and shown "hairless" people call them this to refer to how much hair they have.
PP = Powderpuff - has hair all over the body. (Considered NOT to have the hairless gene). They CAN be shown in the breed. It is thought like many colors of horses, "if you have the gene, it is seen" (For a crested, a hairless body)
The hairless gene seems to be linked to teeth issues and missing teeth is the concern raised.
That is why breeding a PP to a HL (or HHL) is thought to help. The thought by some is that this will help, but others believe you are not "improving" the hairless gene itself by diluting the breed with dogs that do not have the gene. Since the powder puff is said to not have the hairless gene, you do not improve the hairless gene by this breeding. (Like a "solid" colored spotted saddle horse - reg'd to show they came from the breed, but are they actually "a spotted")
In some countries and areas people are trying to find the best hairless dogs and breed to the best hairless to get better hairless dogs. This is the idea I have used with my dogs.
The sire (Keeper) has great confirmation, good teeth - but not enough hair to show (and I cannot show with Peter-John anyway)...and I prefer no boots as bare feet are cleaner....He looks more like the old hairless dogs seen in art....So is he a better hairless or not?
The issue with HHL dogs is they are (in ways) not the best "hairless", but they win in the show ring....that causes the issue of do you breed for a more pure hairless (as shown in the old hairless pictures) or one that wins in the ring....This is a debate for the Chinese Crested Club and each owner.
Each breeder must decide what creates the best dog - as long as health and temperament are good the rest is debatable....Any breed standard can be changed, but until then - for show dogs - we need to breed for that standard for it was developed that way for many reasons.
But as in other breeds.....I love English Setters and there is almost 2 breeds now (field and show)...The Red and White Setter was not desired and the solid red Irish Setter evolved and the Red and White almost died out, but now has returned....The breed clubs must continually debate what is the "standard" that they see as best.
So some owners desire the "hairless" while others like the "hairy hairless"...and powder puffs are bundles of cuddly love - so....maybe they will divide off into totally different dogs as setters did...
I have many contacting me about getting MINI Cresteds....I am not sure that is a good way to go, but that may end up being the future of the breed as well. Seems people are looking for that....
As more is learned about genes (in all critters), the breeding will become easier to decide. But since each animal is mix of those genes, until we creat animals in a lab, we all must look to the best choices by education - then adding a touch of prayer too.....Then picking the "best" offspring for future breeding.
One other note about hairless dogs - the powder puff puppies "thrive" better, so some breeders take them away from mom at times to help the hairless pups get enough to eat. Any one breeding hairless dogs, should take note of this mix in the litter.

Pinto is full of his Daddy's attitude and pulls my heart strings for when Keeeper was a baby...He is the rough and tough scrapper...like a Tramp dog in Lady and the Tramp. He plays til everyone is tired out and then can't wait for more play time.
Rocky is the lap pup. He has for sure gotten more rowdy, but cries if the others pick on him. He is mellow and laid back. He loves to give sweet kisses on the nose.

Shipping these pups can be a concern with them being hairless, so that has been the biggest issue I have had many people wanting them that are far away
