Kitten question

My kittens are now 4 weeks old. I moved them from upstairs in my bedroom, to downstairs in my porch. I cleaned the porch, put their blankets in there, food, water, etc. . . they are NOT happy! I couldn't leave them upstairs as now they are running & playing, I was worried about them being stepped on throughout the day/night, or falling downstairs. They soon will be using the litter box which is in the porch also.
I put momma with them, but she wants them upstairs and they are all crying What else can I do to ease them some? Once they realize where everything is, they will be allowed out when someone is here, and in during the night or when nobody is home.

Other than giving them a home with a den like feeling I'm not sure what you could try. I took a cardboard box, shoved another box on top and cut a hole for a door. Then put their dirty bed in it so they recognized the sent. When they got used to their new home I switched out the bedding. So momma is PO'd huh. She's going to be a tough one to convince. Some mom's are very determined about where they want their little ones.
