Shavings costs?

Alright here's the situation:

I board my four horses at a private stable. There is an arena, roundpen (none covered), and 12x12 stalls with runs. Right now we have been POUNDED with rain, the runs are standing in one foot of mud/water. I do not want my horses out in those runs, as one mare already got thrush really bad. It's just not the way I like to keep my horses. So I asked to keep them up in the barn and pay extra shavings.

She charges $235/month per horse for bedding, cleaning, feeding, basically full board. I didn't feel there was enough shavings so I offered and extra $20/month per horse for extra bedding.

Well, there still is no extra bedding. so, I offered I would buy and replace my own shavings. That way I absorb the extra cost for weather fluctuations, inflation of price, extra bedding, ect... figured that would help her out. RIGHT?

So she agrees, says to give her $200/mo per horse, I supply the bedding. OK now she says that she was spending less than $35/month for shavings and wants more money. Also, she says that having "extra" shavings in the stalls causes it to take longer to clean. I only am adding 2-3 bags a week (which I'm spending $60/mo per horse)??? Isn't that standard horse needs for shavings??

Standard board agreements I have known, supply two bags a week. That's $40 a month.

I even clean out stalls 4-5 times a week, just because I'm anal like that when I'm out there.

Come on here?? Am I being unreasonable??? Should I give her more money? I think I'm just more annoyed that she can't make up her mind.

There is absolutely no place in the area that is nicer than this place, that has four stalls available in the winter. I need to win the lotto and build a super-boarding stable! lol!

I am reminded of my economics class: supply and demand. If there are only four dry stalls on the property, then perhaps other boarders have requested their horses moved indoors as well. When demand goes up, and supply can't grow, price goes up too.

Hope your thrush-y mare gets better soon!
